On February 28, the Province of Ontario released the draft regulations on the Bill 108 Community Benefit Charge (CBC). City of Mississauga staff are reviewing the draft and will report to Council at an upcoming meeting on the potential service, financial and administrative impacts of the proposed regulations. The draft regulations are open for public comment until April 20, 2020.

Update: June 21, 2019

Today, the Government of Ontario launched a new round of public consultation on Bill 108 - specifically related to the proposed community benefits charges. The online consultation will remain open until August 21, 2019.

Online consultations also opened for municipalities to comment on proposed changes to Development Charges. This will also remain open until August 21, 2019.


On May 2, 2019, the Honourable Steve Clark, Minister of Municipal Affairs and Housing presented the Plan intended to increase the supply of new ownership and rental housing in Ontario. Bill 108 transforms Ontario’s land-use planning system including changes to thirteen Acts, some new or updated regulations and changes to provincial planning policies. The Bill received Royal Assent on June 6, 2019.

City of Mississauga prepared a detailed analysis of the Province of Ontario’s Housing Supply Action Plan and Bill 108 More Homes, More Choice Act, 2019 and its potential impact on Mississauga. The Bill introduced substantial changes to the City’s current financial tools used to support development.

The City Planning staff report details the proposed impacts – introduction of a Community Benefit Charge, changes to the Planning Act, changes to the administration of Development Charges and appeals of development applications, new regulations on inclusionary zoning and major transit station areas, and changes to how endangered species are classified.
